Norfolk Mayor Cancels Joint Session After School Board Delays Consolidation Vote

Norfolk Mayor Kenny Alexander has confirmed that a joint meeting between the city council and the school board will not go ahead, after the board once again postponed a vote on the city’s controversial school consolidation plan.

The school board was expected to vote on the closures at a special meeting on Monday night, but members instead tabled the decision for a second time. The delay left the mayor with little choice.

“We provide the funding. They provide the oversight,” Mayor Alexander told News 3.
“It’s impossible to have a joint meeting on a plan that didn’t happen. We will reschedule the meeting after they take the vote on their plan.”

School Closure Plan Still Unresolved

Despite not reaching a final vote, the board did outline a tentative consolidation timeline. The proposed plan would begin in the 2026–2027 school year:

  • Willoughby Early Childhood Center would relocate to Oceanair Elementary.
  • Norview Elementary students would be redistricted.

By the following year, the closures could extend further, with Tarrallton Elementary, Granby Elementary, and the Ghent School all slated to shut their doors. P.B. Young Elementary may also be considered for closure.

One option under review would move Ghent’s programme to the Rosemont AOIS building, which already houses the Young Scholars Program.

The future of Lindenwood Elementary remains undecided, with proposals ranging from full closure to repurposing the building as administrative offices.

Next Steps

The Norfolk School Board will hold another work session on October 1, with the full vote now scheduled for October 15.

Until then, Mayor Alexander has made it clear that the council will not join discussions until the board finalises its decision.
