The woman, identified locally as Renee Nicole Good, was surrounded by Immigration and Customs Enforcement (ICE) officers when video appeared to show an officer firing at close range as she attempted to drive away.
Homeland Security Secretary Kristi Noem called the incident “an act of domestic terrorism,” claiming Good had refused repeated orders to stop and “weaponized her vehicle.” President Trump echoed this, saying she had run over an ICE officer, who was later discharged from hospital.

However, Minneapolis Mayor Jacob Frey disputed the federal narrative, calling it “bullshit” and accusing ICE of creating chaos in the city. Minnesota Governor Tim Walz warned the public not to trust the federal account and put the National Guard on standby amid fears of unrest.
The shooting occurred during a major ICE operation targeting alleged welfare fraud involving Somali residents in the Twin Cities. Protests erupted near the site, less than a mile from where George Floyd was killed in 2020, with demonstrators clashing with officers using chemical irritants.
Good’s family described her as “kind, compassionate and loving.” She is survived by her six-year-old child, whose father died in 2023. Her family condemned the shooting, calling it “murder.”
