According to its website, Rooftop Gardens is operated by Oceanfront GOS Ltd, which appointed liquidators on 27 January 2026. The company was due in court the following day after HMRC filed a winding-up petition over unpaid VAT exceeding £408,000.
Despite the legal and financial turmoil, the owners have insisted that the venue remains open. “Despite the rumours, we are, of course, open,” a statement from the business said. The bar continues to advertise bookings on social media, including plans to operate Thursday through Sunday, with the venue “almost fully booked” for Valentine’s Day.
Oceanfront GOS Ltd’s sole director is Antonia Hillier, whose largest unsecured creditor is Caps Property Ltd, owed £540,000. Caps Property Ltd is co-owned by Ms Hillier and her brother, Sotiris Christophi, and also owns the Cliff Hotel building in Gorleston.
According to the company’s statement of affairs filed with Companies House, Oceanfront GOS Ltd owes Ms Hillier almost £237,000, Norfolk County Council £25,000, and has 18 creditors in total.
The Rooftop Gardens website also lists another company, Norfolk Business Management Ltd, now renamed Eastern Energy Group Limited, which currently has no active directors or shareholders after Jamie Rennie resigned earlier this month. UK law requires companies to have at least one director and one shareholder.
Additionally, Rooftop Gardens Ltd exists as a separate entity, with Ms Hillier listed as its sole director and person with significant control.
Rooftop Gardens first opened in 2016 atop the Union Building in Rose Lane and is advertised as Norwich’s first and only rooftop bar and restaurant, offering 360-degree panoramic views of the city, including the cathedral, castle, and Carrow Road stadium.
The venue was contacted for comment on its ongoing operations amid the liquidation proceedings.
