Wales Care Services Excel Under New Ratings System

Care services across Wales have achieved exceptionally high standards in the first seven months of a newly introduced ratings system, according to Care Inspectorate Wales (CIW). Between April and October 2025, a total of 578 inspections were conducted for care homes and domiciliary support services, with 566 ratings published.

The ratings system evaluates services across four key themes: wellbeing, leadership and management, care and support, and environment. Unlike traditional systems that provide a single overall score, services receive individual ratings for each theme, offering greater clarity for families and service users.

Of the 2,115 ratings awarded, 1,958 (92.5%) were rated as either “excellent” or “good,” highlighting a strong and consistent performance across the care sector in Wales.

Ministerial and Inspector Comments

Minister for Children and Social Care, Dawn Bowden, praised the results:

 “These results demonstrate the exceptional dedication and professionalism of care providers across Wales. It’s positive to see over nine in ten ratings show our services are delivering excellent or good care to some of our most vulnerable people.”

Chief Inspector of Care Inspectorate Wales, Gillian Baranski, added:

 “I am incredibly proud of what these ratings reveal about care in Wales. The results are a testament to the exceptional dedication of care staff who make a real difference to people’s lives every day. The new ratings system recognises excellence while supporting services to improve further.”

Providers have welcomed the new system, highlighting that inspections are thorough, transparent, and aimed at helping services succeed. The ratings also provide families with better insights into the quality of care provided, enabling informed decision-making and encouraging continuous improvement across the sector.
