Josh Scarles Cole, of Springfields, appeared before Norwich Magistrates’ Court on Friday, 4 July 2025, where the court imposed the order following a series of alcohol-related incidents.
Under the terms of the CBO, Scarles Cole is prohibited from:
- Not be in possession of an open container of alcohol in Norwich as defined by the Inner Ring Road.
- Not to be intoxicated through alcohol in Norwich as defined by the Inner Ring Road.
The order is designed to curb antisocial behaviour and maintain public safety in the city centre. The Inner Ring Road, which marks the boundary for these restrictions, includes many of Norwich’s busiest streets and public spaces.
Authorities say the CBO was issued after repeated concerns about Scarles Cole’s conduct, particularly in relation to alcohol misuse in the city.

Breaching the terms of a Criminal Behaviour Order can lead to arrest and prosecution, including potential imprisonment.
Norfolk Police are urging the public to report any violations to help ensure compliance and reduce disorder in the area.
PC Conor McCartney, from Norwich Operational Partnership Team said: “This individual has continued to cause anti-social behaviour, which in some instances has led to violence in the city centre due to alcohol consumption.
“We appreciate how this behaviour can impact those people who spend time in the city, and we hope this CBO helps to reduce this type of behaviour, and help keep himself and others safe around him.”
